1. General Provisions

This agreement is concluded between the online service btc-volga.com (hereinafter referred to as the Service) and the website user (hereinafter referred to as the User).

The Service provides exchange services for electronic, fiat, and cryptocurrency assets.

By creating an order on the website, the User confirms that they have read and agreed to this User Agreement, the AML Policy, and the Privacy Policy.

2. Terms and Definitions

  • User — an individual using the Service.
  • Order — a request created by the User to perform an exchange transaction under the conditions specified on the website.
  • Funds — electronic, fiat, or cryptocurrency assets involved in the exchange transaction.
  • Exchange — an operation for receiving and transferring funds in accordance with the User’s order.

3. Agreement Formation

This User Agreement constitutes a public offer.

The agreement between the Service and the User is considered concluded at the moment the order is created and comes into force upon the actual receipt of the User’s funds to the details specified by the Service.

All orders are processed automatically or by a Service operator.

4. Terms of Service Use

  • The User confirms that they are at least 18 years old at the time of using the Service.
  • The User agrees to provide accurate data required for creating and executing the order.
  • The User agrees not to use the Service for illegal exchanges, fraudulent activity, money laundering, or any other actions violating applicable law.

5. AML / KYC

All exchange operations carried out through the Service may undergo AML checks.

AML / KYC / SoF checks are performed by the connected payment provider.

The Service does not request or store User documents directly unless required by law or technically necessary for order execution.

If additional verification is required, the User interacts directly with the payment provider.

The Service does not participate in the AML/KYC verification process and does not influence the payment provider’s decisions regarding verification, temporary suspension of exchange, refund of funds, or refusal to perform the exchange.

6. Exchange Procedure

  • The order is valid for 180 minutes from the moment of creation unless otherwise specified on the order page.
  • If funds are not received from the User within the specified time, the order may be canceled.
  • If funds are received after order cancellation, the Service has the right to:
      — recalculate at the current rate at the time of actual receipt of funds;
      — return the funds to the User;
      — refuse to execute the order if proper completion is not possible.

      The User acknowledges and agrees that receipt of funds after order expiration, regardless of reasons (including delays of blockchain networks, banks, payment systems, or other third parties), may result in the impossibility of completing the exchange and/or returning funds. The possibility of a refund in such cases is not guaranteed.
  • If the details provided by the User (including cryptocurrency address, bank account, or other data) cannot be used for technical reasons, including AML check results (high risk level, payment provider restrictions, blocking, or other factors), the Service is not responsible for the inability to execute the operation. In such cases, the Service has the right to:
      — request alternative details from the User;
      — suspend order execution until circumstances are clarified;
      — refund funds minus possible third-party fees;
      — refuse to execute the exchange.

      The User is solely responsible for providing correct and processable details.
  • If funds were sent by the User in violation of the order terms (including after cancellation) and credited to details that at the time of receipt are already used for processing orders of other users or services, the Service bears no responsibility for such funds. The possibility of refund depends on technical capability and is not guaranteed.
  • If the amount received by the Service differs from the amount specified in the order, the Service may recalculate according to the actually received amount.
  • The Service is not responsible for delays in transfers caused by banks, payment systems, blockchain networks, or other third parties.
  • If the User specifies incorrect details or exchange parameters, including but not limited to: incorrect network, currency, address, bank details, or other data, the Service is not responsible for such exchanges. Refunds in such cases may be impossible and are not guaranteed.
  • The Service is not responsible for consequences arising from User errors when specifying details, amount, transfer network, or other order data.
  • In case of disputes regarding operations, the Service has the right to request additional materials from the User confirming the transaction and ownership of funds (including photos, videos, and other data), as well as confirmation of circumstances preventing the User from receiving funds (including lack of access to online banking, account restrictions or blocking, and similar situations). During dispute review, order execution may be temporarily suspended until necessary information is received. The User agrees to provide the requested data within reasonable timeframes. Review periods depend on the circumstances of the operation.
  • If signs of fraud, illegal origin of funds, or other violations are detected, the Service may suspend the order until circumstances are clarified. Additional information regarding the exchange may be requested.
  • The Service does not process exchanges involving third parties. The User agrees to send funds only from their own accounts and for their own benefit. If third-party involvement is detected, the Service may suspend the order until circumstances are clarified.
  • Changes to order details are made upon request from the email address specified when creating the order. Requests sent from other addresses may be rejected for security purposes.
  • Acceptance and sending of cryptocurrency and fiat funds are carried out through the connected payment provider.
  • A risk-based approach is applied when processing exchange operations. If elevated risk is detected, the exchange may be suspended until circumstances are clarified. Further actions may inсlude requesting data, conducting additional verification, or refusing the exchange.

7. Refunds

Refunds may be performed in case of:

  • impossibility of order execution;
  • errors detected in order data;
  • AML / KYC verification;
  • other circumstances preventing proper completion of the exchange.

Refunds may be carried out:

  • by the payment provider;
  • or by the Service, if technically possible.

The Service does not charge a refund fee. However, network, bank, payment systеm, or other third-party fees beyond the Service’s control may apply.

8. Liability

  • The Service is provided on an “as is” basis.
  • The Service is not responsible for actions or inaction of banks, payment systems, blockchain networks, payment providers, or other third parties.
  • The Service is not responsible for losses arising from errors, inaccuracies, or unlawful actions by the User.
  • The User is solely responsible for the legality of the origin of funds and legality of the exchange.
  • If excess funds are paid to the User due to Service error, the User agrees to return the overpaid amount. In case of non-return, the Service may deduct the overpayment from future exchanges.

9. Prohibited Actions

The User is prohibited from:

  • using the Service for illegal activity;
  • providing false, inaccurate, or misleading information;
  • interfering with website operation, code, server infrastructure, or other Service components;
  • taking actions aimed at causing damage to the Service or third parties.

10. Force Majeure

The Service is not liable for full or partial failure to perform obligations if such failure results from force majeure circumstances, including but not limited to: natural disasters, military actions, power outages, communication failures, actions of government authorities, banks, payment systems, blockchain networks, and other circumstances beyond reasonable control of the Service.

11. Communication and Claims

Claims and inquiries are accepted via the email address listed on the website or through other official communication channels available on the website.

When submitting a request, the User must provide data allowing identification of the order.

12. Final Provisions

  • The Service may refuse to provide services without explanation in cases not contradicting applicable law.
  • The Service may amend this User Agreement at any time. The current version is published on the website and takes effect upon publication.
  • If any provision of this User Agreement is deemed invalid, the remaining provisions remain valid.
